Stage and Status track two different things on that table. Stage is the exact step an investor is sitting in right now in your closing pipeline (Awaiting Signature, Compliance Checks, Declined, Closing, Closed, etc.), you move people through these stages as the deal progresses. Status is a single high-level roll-up of the whole closing process, and it only has two values: it reads "In progress" the entire time and flips to "Closed" only once the investor lands in the final Closed stage.

So to your other two questions: Status isn't tracked per stage, there's one Status per investor, and moving from one stage to the next never resets it. And that's exactly why you can see "In progress" on someone in the Declined stage: Status only asks one thing, "are they in the Closed stage yet?" Since Declined isn't the Closed stage, it stays "In progress" (which here really just means "not yet closed"). The two fields are independent, so a declined investor keeps the "In progress" Status until they're moved into Closed.
